TARIFF & TAXES

In international passenger air transportation, the tariff is regulated through applicable bilateral or multilateral air agreements between States.

However, in the domestic air transport of passengers, it is up to the aeronautical authority, under the terms of the Cabo Verde Aeronautical Code and its Statutes to determine the principles, bases, and tariff criteria, as well as to approve and register fares as well as to monitor compliance with the provisions of Decree-Law No. 54/2019 of December 10 - which regulates the legal regime for setting and updating the structure of air fares applicable to domestic scheduled passenger transport.

BASIC TYPES OF AIR TARIFF:

• Base Reference Tariff - base rate for setting promotional, social and flexible tariffs;
• Promotional Tariff - is established by the air carrier, with a minimum discount of 20% in relation to the reference tariff, within the scope of a promotional program;
• Social Tariff - is established by the air carrier, with a minimum discount of 40% in relation to the reference tariff, benefiting certain categories of passengers;

Licensed air carriers are obliged to sell at least 10% of seats in a social fare within a calendar year and for each line.

Social fares are subject to a minimum discount of 40% over the reference fare and would benefit at least the following categories of passengers:

• Individuals aged 65 (sixty-five) and over;
• Sports teams registered in the Federations in official competition;
• Members of large families aged 12 (twelve) years or older. A large family is understood to be one that consists of at least 4 (four) children;
• Students aged between 12 (twelve) and 25 (twenty-five) years, inclusive.
• Flexible Tariff - one which price, to be fixed by the air carrier, cannot exceed 25% of the reference fare, offering the passenger additional benefits or services.

There are additional fees and service charges (optional) which are added to these maximum approved rates.

In addition to the cost, the total price of the ticket should include, beyond the value of the tariffs, all taxes, fees, or charges which it can engender, to secure clear, adequate, and unambiguous information to the client allowing him to compare prices and conditions of the offer.

Fees charged on the plane ticket in Cape Verde:

• CV – Passenger Taxes – It is a consideration for the service provision for the air carriage of passengers, namely: air conditioning, lighting, bathroom services, access, and traffic routes, signaling in public areas and waiting rooms, areas with service provision necessity for transit assistance (check-in, baggage and loads processing, lost and found), cleaning service and maintenance of sign panels for flight information.
  • International flights – 1.740.00 CVE
  • Domestic flights – 600.00 CVE (per boarding, being transit and transfer exempt)
• IU – Security Taxes – It is a consideration for air service provision for air carriage of passengers, namely passenger and hand luggage control, aircraft transportation cabin control, mail and cargo, airline and airport staff control, airplane surveillance and restricted security area and control of personnel with access to restricted security areas.

A XP value can be added to the total price of your plane ticket. XP are fees for service provision of airline and their intermediaries. Its value varies according to the type of flight (domestic or international) and the local of purchase (selling points or online platforms). 

All costs that constitute the basic service price for air carriage of passengers must be issued only in the “Tariff” field, thus the “Taxes” field being prohibited for use for any value charged which does not constitute a transfer to public entities.

This solution prevents the charging of items inextricable of the basic air carriage service provision separately from the final price of that service. It guarantees that the price charged for the air carriage service provision is unique, not allowing “additional” when these are referred as related costs to the basic service provision.

SPECIFIC CONDITIONS AND FEATURES APPLICABLE TO EACH TYPE OF AIR FARIFF

Remark - There are some fare classes that the rules/conditions do not allow changes or refunds when not used at the time and on the day booked, however, if the passenger does not use the ticket they have the right to request reimbursement of the Users Charges previously paid on the ticket.
